Certification Model for Professional School Media Personnel.

A three-part, model certification scheme for school media personnel is presented. The first part is a discussion of the planning of state certification designs including point-of-entry into the profession, continuing development of competencies, and basic entry-level competencies. The candidate assessment process is discussed in the second part which covers criteria, procedures, reassessment for advanced levels, grievance procedures, guidelines, and data gathering techniques. Finally, seven major competencies are detailed: (1) relation of media to instructional systems; (2) administration of media programs; (3) selection of media; (4) utilization of media; (5) production of media; (6) research and evaluation; and (7) leadership and professionalism. The appendixes contain a summary of a study on state certification requirements and brief descriptions of the impact of national organizations on certification. (LS)
