A fundamental purpose of the NCHEMS Information Exchange Procedures (IEP) is to assist postsecondary education institutions in establishing a basic set of historical data useful for campus decision-making. This purpose is pursued through IEP in two ways: (1) by helping the institution create its own internally useful data, and (2) by fostering the creation and exchange of comparable data among similar institutions. This document describes briefly the Information Exchange Procedures and many issues related to IEP, and provides a guide to planning and organizing an IEP implementation effort. It includes also a discussion of the supporting computer software, the exchange formats with their related definitions, a glossary of terms to aid in understanding the terminology used, and outlines the uses for which NCHEMS staff feel IEP is most appropriate.
