Management by objectives (MBO) is a process in which organizational members at all levels participate in management, goals are established and objectives are specified, a system is developed to monitor the implementation of planned activities, and progress is measured relevant to achievement of objectives. Specific activities and events must be accomplished to achieve implementation of an MBO system. These activities are described as steps in the process of initiating and implementing an MBO system. They are organizational mission statement, organizational goals, components goals, job description, objectives, appraisal process, accomplishment report, and continuation process. An MBO Survey Rating Sheet and the MBO Profile are also included to enable the reader to conduct an MBO Survey, a survey technique that may be used to determine the existing status or readiness of a program, district, or agency relative to the implementation of MBO systems concepts.
