The purpose of this manual is to describe critical techniques and components that should be considered in a comprehensive management system. The various sections of this manual describe in detail the concepts and skills necessary for developing and implementing a management by objectives (MBO) system. The manual should provide a vehicle to the professional administrator/manager for facilitating more effective planning and utilization of resources related to the management of programs and people within an organization. The order of presentation of these concepts (MBO, performance objectives, process objectives, activity analysis and scheduling, system monitoring, and performance appraisal and improvement) does not imply their level of importance or priority, although they are placed in a sequence that is both logical and effective in the MBO development process. A sample MBO planning document is also provided. It is assumed that it is appropriate for an assessment to occur prior to initiating MBO planning. This will provide a survey of the current status or readiness of an organization or program relative to the implementation of MBO systems concepts.
