Design and Management of a Competency Based Teacher Education Program.

A model of competency based teacher education for kindergarten through grade 12, and the processes by which it was developed, are explained. A data sheet on each of seventeen competencies identifies the desired teacher competency, pupil performance objectives under the Michigan Educational Assessment Program, enabling criteria for the campus and the field, and contract terms for the campus and the field. Competencies in the following areas are pinpointed: learner development, communication, knowledge of school and community, district curriculum information, content knowledge, classroom structures and methods, educational objectives, identification of entry levels, teaching resources, assessment and evaluation of pupils, design of evaluation systems, evaluation of instructional process, self evaluation, learning theory and reinforcement, classroom reinforcement, motivation and self-concept, self-direction and goal setting. The process by which the competencies were defined, including input from master teachers, is noted. Included is the narrative of a tape and slide presentation on the development of a competency based teacher education program for elementary schools. (GW)
