What is the actual distribution of federal financial aid funds across states to students with different characteristics attending various types of institutions? This document presents an effective means of organizing these extensive data in a way that is useful for evaluating the distribution of current federal programs and for estimating changes in the aid distribution likely to result from student aid program modifications. The simulated model described is designed as an exploratory tool for examining the sensitivity of student aid distributions to alternative student aid program specifications. It also presents four analyses of specific federal student aid program modifications and the likely change that would result in the distribution of aid across states and institutional and family income categories.
