The Indiana Plan for Postsecondary Education: Phase One. Volume 1: The Current Status. Volume 2: A Pattern for the Future.

The current status of postsecondary education in Indiana is reviewed. Data were gathered with the intent of identifying and conceptualizing major policy issues that must be considered, identifying a range of alternative policies in each instance, and assessing the probable consequences for education, the economy, and society of adopting or failing to adopt any of the alternatives. Volume One offers information on: a framework for analyzing and planning Indiana postsecondary education; the state setting; governance and structure of public postsecondary education; access and enrollments for public postsecondary education; instructional programs; financing postsecondary education; sponsored research and public service programs; and independent proprietary institutions. Volume Two provides a summary of recommendations stressing basic concepts and considerations, and underscores the importance of viewing postsecondary education as a statewide system rather than as an assortment of institutions and programs. It provides guidelines for improving access to educational opportunities, deals with program development at regional and residential campuses and technical institutes, and covers institutional missions, structure and governance.
