This manual describes procedures for conducting a comprehensive needs assessment study. It is designed to aid educational administrators in conceptualizing the tasks that need to be accomplished and in formulating plans for conducting such a study. Four operational phases of a needs assessment program are examined: phase 1, planning; phase 2, identification of perceived needs; phase 3, identification of learner needs and administrative support needs; and phase 4, identification of resource needs. The discussion of each phase outlines major steps that should be accomplished and discusses operational items that should be considered. Care is taken to clarify the difference between perceived needs and actual needs. Also included in the manual are a self-administered quiz on needs assessment, sample survey instruments, and a sample needs assessment report for a school district. (Author/JG)
