Report of the Early Stages of an OD Project in Two Inner City Secondary Schools.

This report presents the first stage results of an internal school board intervention in two inner city secondary schools in Montreal, Quebec. The Organizational Development (OD) technology of survey feedback was applied as an intervention technique to these schools. A response mode of planned change and development was attempted. The project goals were: (1) to develop a planned change response mode that would lead educators, parents, and students to articulate their needs and goals; (2) to use or develop organizational technologies in schools that could be helpful in moving schools toward a planned change response mode; and (3) to use or develop planned change responses in inner city high schools that had previously resisted major change efforts through using defensive or buffering responses. To implement the intervention within the existing school system, i.e., not using paid outside consultants, several unusual steps were taken and unique roles were established. First the school board used its only researcher to head up the present project. Second, the project director decided to introduce two full-time internal change agent positions. Finally, an advisory board was established whose purpose was to help the project staff work through the various stages of the intervention. (Author/JM)
