Physical Facilities in Illinois Public Community Colleges; A Study of Rationale and Criteria in Decision Making.

Past and present policies, procedures, guidelines, and rationale developed by various state agencies responsible for physical facilities development in Illinois were examined with the hope of guiding future community college planners in the complex problem of translating educational programs into physical facility requirements. Information gathered dated back to 1965 and was obtained from various forms, charts, documents, letters, and memoranda available in the Illinois Community College Board office. Personal interviews with present and former staff members of various state agencies supplemented the data. Examination of the role of government agencies, a comparison of the building program to those of other states, and disucssion of revisions in priorities, costs, and guidelines are provided. Allowances for inflation and the differences between use of state and of local funds for building are also discussed. It is recommended that decisions concerning determination of efficiency standards, amount of space per full-time equivalent day student, and choice of type of facilities be made on a local level.
