The advances of technology can provide new solutions to urban problems of information dissemination, food production, and energy technology. Electronic capacity can be developed in an integrated way so that it makes a full contribution to solution of social problems, but it will be most effective if the state moves it forward. A larger metropolitan area unit with a radius of 300 km. is suggested as the operational area in which these problems are most easily addressed. (CH)
