The Cost and Funding Studies project of the proposed Western Interstate Bibliographic Network began activities in July 1975. The goals of the project were: (1) to determine representative costs of present library services in the West; (2) to estimate future costs of library services in the West with proposed network support; (3) to evaluate and compare the impact of a network on costs of library services; and (4) to examine equitable programs of financial support for the proposed network. The first quarter of the project was devoted to scheduling, staffing, planning, and research design. Milestones achieved during the quarter included selecting the sample design and making final arrangments for a pretest of the instruments in Idaho. Additionally, all staff necessary to fulfill project requirements were contracted. The appendixes which form the bulk of this report include a proposed time schedule for the project, data gathering instruments, a preliminary bibliography of costing literature, and a financial statement.
