The system for long-range planning at West Virginia University is described, with emphasis on how it relates to short-range planning and how it is carried out operationally. Planning tools used include (1) an inventory of the past and present of the institution, (2) a statement of the division of labor within the institution and the objectives of the institution and each of its components, (3) forecasts of the future, and (4) special studies. The system permits the application of PPBS (planning, programming, budgeting, and evaluation systems) and zero base budgeting techniques if and to the extent that they are desired. Specific planning offices and their functions are described, such as the Office of Institutional Research, Office of the University Architect, Office of Facilities Analysis and Utilization, and the University Council on Planning. The significance of maintaining flexibility and staff cooperation in decision making is also discussed. (LBH)
