This publication is a comprehensive record of testimony and exhibits presented by representatives of the Department of Health, Education, and Welfare (DHEW) to a subcommittee of the Committee on Appropriations of the U.S. House of Representatives during hearings on 1977 DHEW budget requests. Testifying for DHEW were F. David Mathews, Secretary of DHEW, John D. Young, Assistant Secretary (Comptroller), Stephen Kurzman, Assistant Secretary for Legislation, and Charles Miller, Deputy Assistant Secretary (Comptroller). Included in the record is an extensive report on overhead reinbursement to DHEW grantees and contractors that was prepared by the Surveys and Investigations Staff of the Committee on Appropriations. In addition, approximately two-thirds of the publication is devoted to a series of special reports on various DHEW programs that was prepared by DHEW for use by the Committee on Appropriations. These include reports on DHEW programs involving alcoholism, American Indians, cerebral palsy, day care, drug abuse, family planning, hearing and speech, juvenile delinquency, mental retardation, migrants, multiple sclerosis, muscular dystrophy, nursing homes, and older Americans.
