This publication presents model state educational legislation prepared by the Advisory Commission on Intergovernmental Relations (ACIR) for consideration by individual state legislatures. The ACIR is concerned with improving relationships between federal, state, and local governments; the ACIR legislative program places considerable emphasis on strengthening state and local governments. This 1975 edition is the first complete update of the original ACIR state legislative program that was developed in 1970. The complete legislative program is presented in ten separate booklets, in which the draft bills are grouped logically by subject matter. This particular booklet is devoted entirely to proposed educational legislation; it includes five model bills dealing with (1) state financing of public elementary and secondary schools, (2) areawide tax bases for school financing, (3) districts for specialized educational facilities, (4) areawide vocational education and manpower programs, and (5) educational accountability and remedial assistance. In an attempt to reflect the special circumstances of the different states, the model bills frequently include alternative procedures and optional policies for consideration. Each bill is referenced to the ACIR policy report on which it is based. (Author/JG)
