Before establishing alternative programs, administrators should investigate if the need is being generated by the incompetence or misuse of existing personnel, or if the existing program can be modified to fulfill the unmet needs. Alternative programs are ways of diversifying the means to common ends. Suggested ground rules for establishing alternative program in public schools are listed and examples given of what is being done within the regular secondary schools, in separate centers, and in the community.
