Teacher Collective Negotiations.

The recent increase in the number of teacher strikes following an impasse or stalemate in contract negotiations has led to a reevaluation of the role of State Educational Agencies (SEA) in such situations, in Wisconsin and elsewhere. The paper summarizes statutory framework governing the role of the Wisconsin Department of Public Instruction (DPI) and the statutory framework in Wisconsin and other states governing teacher negotiations. The legal framework and the practice in several states are examined in disputes arising out of teacher collective negotiations; then the SEA roles in general are considered. The final section summarizes proposed Wisconsin legislation providing procedures to resolve negotiation impasses in the public sector. (Author/MLF)
