Problems of Management and Governance in a Mid-Career Fellowship Program.

This paper examines the problems of management and governance that developed during the course of the National Program for Educational Leadership (NPEL), an experimental four-year project that recruited and trained 62 noneducators for leadership positions in educational organizations. NPEL students were assigned to one of eight participating universities around the nation; national headquarters for the consortium was established at Ohio State University, where one of the training sites was also located. Most of the management problems that plagued the NPEL resulted directly or indirectly from the difficulty of planning and coordinating the efforts of eight autonomous and geographically distant universities. After discussing the particular management problems that became apparent during the NPEL, the author offers some suggested guidelines for avoiding such problems in future multiuniversity programs.
