Described is a process model for outreach projects which are intended to stimulate increased specialized services for preschool handicapped children, their parents, and teachers. The model is described to be a flexible framework designed to faciltate the delivery of effective services by outreach projects to target audiences and agencies and to have the phases of information dissemination, program planning and design, training, and program evaluation. Each step in the process is reviewed, and implications (such as increasing the probability of project success through the specification of objectives and allocation of sufficient resources) for the outreach process model are discussed.
