The Title I program described in this document focused on the improvement of reading and language skills among educationally disadvantaged children in four elementary schools. Specific objectives included enhanced reading skills, enhanced language skills, and mastery of basic concepts in the areas of food handling, communications, transportation, and career awareness. The instructional program consisted of four activities: the Southwest Cooperative Educational Laboratory Oral Language Program, a locally designed reading assistance program, a locally designed language development program, and a home-school coordination program. For the entire year, 53 kindergarten children and 75, 68, and 73 children in first, second, and third grades respectively were served. This document contains an executive summary and an overview of the program, an introduction to the project, a description of the target population, discussions of the project operations and outcomes, a summary of the project, and examples of various mastery tests used in the program.
