WIN II Initial Impact Study (Work Incentive Program): Final Report.

A 1972 project to assess the impact of the work incentive program passed in 1971 (WIN 2) on the administration of WIN in local welfare found that the program was still in the transitional stage in the local welfare offices, that there was greater diversity among office operations as a result of WIN 2, that the program did not affect the clients significantly, that costs for program implementation were higher than had been expected, and that certain factors affected the speed and the extent of implementation in each office.
