A Proposal To Fund States on the Basis of Their Support of Higher Education.

As background for the 1972 Education Amendments, the National Center for Higher Education Management Systems (NCHEMS) was asked to look at whether a method of federal institutional aid could be developed that would still preserve the incentives of the states to fund higher education. It was concluded that such a method of financing could be developed. The current proposal is reported in five main sections covering: (1) details of the current proposal; (2) the policy platform that underlies the current proposal; (3) attempts to determine the contribution that proposed methods of financing would make to the national objectives for higher education that were proposed by the National Commission on the Financing of Higher Education; (4) ancillary details of the current proposal; (5) some criticism and concerns that have been raised about the proposals.
