This document, prepared by a Study Group of the Institute on Rehabilitation Issues, highlights some of the more basic and timely issues regarding the measurement of client outcomes. Areas in which change should be measured, in priority order, are vocational functioning and potential, economic independence, physical functioning and psychosocial functioning. The document is not intended to be a guide or an outline of how to establish and implement a program for measuring client outcomes.
