The document is a final report of a study of the basic competencies required by water utility operators using a ground water source, conducted at Southwest Wisconsin Vocational-Technical Institute from July to August 1974. The overall purpose of the project is to develop a competency-based curriculum model for statewide use in municipal engineering technician programs. The research was carried out in the form of a competency survey mailed to water treatment plant operators. The survey revealed characteristics of the utilities and the operators, the operators' competencies and training desires.
