Planning Expanded Library Services for Disadvantaged Adults. Public Library Training Institutes Library Service Guide No. 9.
The Appalachian Adult Education Center has developed a method of planning the expansion of library services to disadvantaged adults. Preplanning activities include assessing community needs and resources, assessing the resources of the library, and selecting and inviting the people to attend the planning session. The planning session itself should include composing a clear statement of purpose, reviewing community needs and problems and current library programs, and defining program objectives, activities, and responsibilities. The plan which results shoud contain these items and such information as the arrangements made with other agencies, budget and costs, a time schedule, and assignment of responsibility to specific individuals. Evaluation methods should include comparison of the library with existing standards and comparison of the program's accomplishments with its objectives, as well as a narrative record and statistics on the number of new library users. A list of libraries which have instituted such programs and a list of suggested readings are given. Appendixes include a preplanning information chart, a checklist of library resources, a sample community survey, an agenda for the planning session, and an example of a plan developed for the Wilmington (Ohio) Public Library.
