Policies for Innovation and Research-and-Development in Education.

Policies for research and development and for innovation in education must be integrated within the broader societal context and their implementation must take into account the political and administrative structures of individual countries. Against this understanding, the discussion is presented in three stages: the creation of an environment within which the school can innovate, the need for a strategy for educational development, and the direct intervention of public authorities in the process of educational innovation. A final section makes the point that no coherent framework for the analysis of social change and, therefore, of educational innovation can exist without an underlying philosophy of the social processes involved.
