This report is addressed to decision makers in the field of juvenile delinquency prevention and to those individuals who have an active concern for juvenile delinquency prevention programs. In addition, the report specifies those program areas which show promise for providing some degree of success and those areas which have clearly failed to make any progress toward the goal of prevention. The report also contains broad policy recommendations with respect to juvenile delinquency prevention programming, specific recommendations concerning research in the area of juvenile delinquency prevention, and recommendations calling for the greater use of program evaluation in conjunction with delinquency prevention programs.
