Underemployment: Definition, Causes, and Measurement: Final Report.

The objectives of the report on underemployment are to define underemployment precisely and to explore some implications of that definition, to identify the significant causes of underemployment as defined, to investigate measurement issues related to the definition, and to make recommendations on the basis of the findings that will assist in policy decisions aimed at reducing underemployment. Chapter 1 provides the rationale and objectives of the study. Chapter 2 discusses labor markets, human capital, and underemployment. Chapter 3 details a comprehensive definition of underemployment--a definition which focuses on the degree of skill utilization in work rather than on unemployment. Chapter 4 seeks to identify and discuss some probable causes of underemployment as defined in the previous chapter. Chapter 5 examines alternative means of estimating the level and character of underemployment as defined in the study. Chapter 6 provides general, empirically-oriented recommendations, and some additional suggestions which are education policy-oriented, for policy action aimed at reducing the underemployment of human resources. An overview of Project TALENT, a nine-page bibliography, and a description of the Pennsylvania State University's Institute for Research on Human Resources and a list of its publications conclude the document.
