Volume 7 of the 19-volume Highway Safety Program Manual (which provides guidance to State and local governments on preferred highway safety practices) focuses on traffic courts, their purpose and objectives. Federal authority in the area of traffic courts are described. Program development and operations (a study of courts trying traffic cases, a comprehensive traffic courts plan, implementation of the plan, and additional plans for effective traffic courts) are presented. Criteria and procedures for program evaluation are outlined. Different types of reports (on traffic courts, on program evaluation, and for the National Highway Traffic Safety Administration) are described. Local government participation is outlined.
