Volume 5 of the 19-volume Highway Safety Program Manual (which provides guidance to State and local governments on preferred highway safety practices) focuses on driver licensing. The purpose and specific objectives of the driver licensing program are outlined. Federal authority in the area of driver licensing and general policies of a licensing program are explained. Program development and operations (applications, examinations, issuing licenses, a driver information system and improvement program, instruction manuals, personnel, working relationships, and facilities and equipment) are outlined. Program evaluation methods are presented. Four types of reports (operational, management information, program evaluation, and National Highway Safety Bureau) are described.
