The Vermont State Board of Education adopted a capital outlay program in February 1974, that requires local school districts to file short- and long-range facility needs plans based on Department of Education models. This document, excerpted from State Board of Education minutes, describes the minimum requirements for receiving state aid for school construction. Measures of needs, maximum eligible building costs, eligible costs or spaces, noneligible costs or spaces, alterations and additions, space allowance formulas, and basic unit cost increments eligible for state construction aid are described.
