This newsletter consists of two parts, the first dealing with issues common to many European countries, and the second with reports from individual countries. Two-thirds of the articles are written in English and the remainder French. Articles written in English include a brief description of the European Foundation Institute of Education and its six initial projects, a discussion of common action on youth unemployment, a discussion of teacher training and supply in Denmark, an exposition of controversy over reform in vocational education in the Federal Republic of Germany, and a report on unification of the Abitur (grammar school requirements) in Germany. Also in English are a discussion of Ireland's unified system of higher education, reports from the Netherlands on university entrance rules, a program for education of underprivileged groups, the creation of a foundation for curriculum development, and Swedish reports on higher education reforms and internationalization of education. Reports from the United Kingdom include discussions of financial problems, the Open University, the teaching of Egnlish and French, and other issues. (SD)
