In a time of urgent need for cooperation among educational institutions, the community college may have a unique opportunity to serve as a bridge or means of communication, hence an agent in coordination. The articles presented here focus on coordination and cooperation: mechanisms for cooperation among higher education associations; ways of improving articulation; benefits of integrating the strengths of private, public, and proprietary institutions as well as of exchanging information and cooperating in non-competitive areas; the necessity of state coordination of two-year college financing; and coordination in institutional research and data collection. Articles on state-wide coordination systems in New York, California and Florida present different ways of dealing with the crucial issue in coordination and cooperation: Who coordinates whom? How is coordination separate from control? Who is accountable to whom? How can it all be paid for? A review of additional pertinent information and a bibliography are also provided.
