The Relationship of University Libraries to National Plans for Library Development in the USSR.

In the Union of Soviet Socialist Republics, emphasis has been placed in recent years on an increase in library networking and cooperation to ensure the availability of literature to all readers, especially the growing population of youth, students, and specialists. University libraries hold a prominent place in the general system of libraries which in the USSR functions as a single unit. These university libraries face problems similar to those of such libraries in other countries including meeting the needs of independent and interdisciplinary studies, rationalizing library administration, and setting up interlibrary systems. Progress is now being made in establishing common libraries for the institutions of higher education in towns and regions, and in networking between these. University libraries are included in the Interlibrary Exchange System of public, scientific, and special libraries. The efficient functioning of this system and that of the projected state network of depository storage depends on the compilation of a union catalog. The further development of libraries demands the application of the latest methods of scientific library research and planning. (Author/SL)
