The conference and the papers presented in this volume grew out of the conviction of a random group of persons who discovered, quite by chance, a shared concern: that serious consequences are falling to higher education as a result of financial procedures intended to meet the crisis of survival. It is obvious that survival and solvency are not bad. But the struggle for efficiency and financial effectiveness can all too frequently exhaust the combatants and leave them unaware of the loss of the very human values they fight to save.
