College for the Disadvantaged. Program Audit 9.1.74.

This program audit evaluates the effectiveness of the special higher education opportunity programs financially assisted by New York State in the four year public and private universities and colleges in the State. These programs are officially identified as: SEEK--Search for Education, Elevation and Knowledge (1966)--the program at the City University of New York; EOP--Education Opportunity Program (1967)--the program at the State University of New York; and HEOP--Higher Education Opportunity Program (1969)--the program at the private universities in New York State. This audit compiles statistics to evaluate and compare the performance of the programs for the disadvantaged in selected units of participating universities and colleges. Comparisons are made between the"disadvantaged" group and the "regular" college population and between the "disadvantaged" group and students in the "open" admissions group at the City Universities. Information and statistics used in the audit come from three primary sources: Reports which have been submitted by the State Education Department, SUNY and CUNY, a detailed sample questionnaire asking for specific information in the same format for 26 selected schools; and a 10 percent random sample of the average annual enrollment in the program for the disadvantaged at these selected schools.
