A Smoothing Solution to the School District Enrollment Projection Problem.

The purpose of this paper is to demonstrate a solution to the annual problem of school district grade-wise enrollment projection. From the mathematical forecasting models considered, the exponential smoothing model is chosen and criteria for its evaluation specified. The model is then applied to data from three different school districts, and the results are found to correspond well with actual enrollments observed. A test against administrator judgment is made, and the model is extended to include trends. As a personnel and budgetary planning aid, the model appears to be well within error tolerance, cost-effective, and easily implementable. (Author)
