The discussions center on the work component of Title IV of the Higher Education Act of 1965, that is, the college work-study program and the cooperative education program. The six days of testimony sought to clarify the operation of these financial aid programs under the existing law. Careful consideration was given as to how the law should be changed, or if, indeed, it should be changed.
