Program Evaluation: A Resource Handbook for Vocational Rehabilitation.

The handbook for vocational rehabilitation is the result of an effort to review the literature on program evaluation, organize it, and reduce it to usable form. Taking the position that the purposes of program evaluation are to determine what are the best programs and why, to suggest ways to strengthen existing programs, and to suggest new ways to solve problems, the authors propose a model for program evaluation based on the program, its management, and service delivery goals. The model measures effort, effectiveness, efficiency, and quality. Using that assessment as a base, chapter 2 presents concerns relating to program evaluation design. Both the research and systems approach to evaluation are considered, and the collection and analysis of data are examined and discussed with an emphasis on data interpretation. In chapter 3 Robert A. Walker describes an accountability program evaluation requiring three components: goal setting, feedback, and real consequences. Chapter 4 presents a compendium of measures (from the proposed model) in a categorized list of representative indexes with comments on each item. The concluding chapter provides 16 abstracts illustrating program evaluations. A 22-page annotated reading list and 10-page reference list are included. (AG)
