Part two provides narrative highlights of agency training activities that are behind the statistics and illustrate agency activities in support of congressional and executive mandates and important issues in the public sector. Part three presents the responsibilities of the Civil Service Commmssion in the area of training and the activities undertaken to carry out those responsibilities. Part four presents summary tables of statistical information received from Federal agencies, upon which much of the analysis in the report is based. (Author)
