This is the fifth periodic report to the President and to the Congress on "Federal Assistance to Desegregating School Districts" as required under section 714, Emergency School Aid Act (ESAA), Title VII of Public Law 92-318, as amended. Under the authority of ESAA, financial assistance was made available for the following purposes: to meet the special needs incident to the elimination of minority group segregation and discrimination among students and faculty in elementary and secondary schools; to encourage the voluntary elimination, reduction, or prevention of minority group isolation in elementary and secondary schools with substantial proportions of minority group students; and to aid school children in overcoming the educational disadvantages of minority group isolation. This report describes the implementation of the ESAA program during its second year of funding in Fiscal Year 1974 and presents a preliminary comparison of the funding experiences of ESAA in its first and second funding years. All ESAA projects funded in Fiscal Year 1974 are listed. Examples of representative projects in each ESAA program category are also included in the report. (Author/JM)
