Preparation of Guidance Associates and Professional Counselors Within the Framework of a Competency-Based Program.

This monograph has been prepared for professional guidance personnel who are interested in examining more viable approaches to the preparation of guidance and counseling staff members. It proposes a competency-based concept of training and the counselor role. Part 1 of the monograph, "The Rationale," identifies the need for new ways to train guidance personnel and explains the meaning of concepts such as differentiated staffing; career ladder; support personnel; and paraprofessional, preprofessional, and professional level experiences. The reasons for moving from a teacher-centered preparation base to one based more on behavioral sciences are also examined. Part 2, "The Program," outlines strategies for implementing training programs based on the career ladder concept. The guidance service area is first identified; then a goal statement is made. Following the goal statement, specific abilities are listed and the implementation and evaluation of these abilities are presented. There are three levels in the proposed career ladder: (a) paraprofessional, consisting of intern and contract guidance assistants; (b) preprofessional, including intern and contract guidance associates; and (c) professional, including guidance and counseling specialists and counselor educators and supervisors.
