A recent American Association of Community and Junior Colleges (AACJC) major directive calls for 2-year colleges to become community-based and performance-oriented. This document presents papers written by 13 community college leaders describing methods of implementing this directive and ways of changing the institutions to meet the demands of nontraditional students and steady-state situations. Faculty inservice training, goal priorities, accountability and evaluation, student recruitment, outreach programs, student-oriented learning, and life-long learning are the major topics discussed. The need for accurate definitions of purpose and intent emerges as the overall theme. Also included are papers concerning the efforts of East Los Angeles College to meet the needs of its minority students, Los Angeles Community College District's proposal for a "Tenth Dimension" College--an outreach program to discover, develop, and deliver nontraditional studies, an account of East Los Angeles College's success with employing a management consultant for streamlining administrative efforts, and a detailed description of the Management Responsibility (MRG) process used by that consultant.
