Program and Cost Effectiveness for Education in California. Final Report.

This report contains the recommendations of the Advisory Committee on Program and Cost Effectiveness to the California State Board of Education. The committee was established by the California legislature for the purpose of developing a methodology for evaluating the cost effectiveness of various Federal and State educational projects. The report defines cost effectiveness as a management decision process that allows the decisionmaker to choose from among feasible alternatives on the basis of least costs and maximum program output as measured by student achievement. Five components were deemed to be essential to the development of a methodology for determining the cost effectiveness of educational programs: establishment of terminal objectives by grade for each program, measurement of pupil achievement in relation to specified objectives, determination of student characteristics that affect learning, identification of costs, and development of a system for the documentation of all program elements. The experience of the committee has convinced its members that it is indeed possible to develop a methodology for the assessment of the cost effectiveness of educational programs.
