The purpose of the oversight hearings held by the House of Representatives' Select Subcommittee on Education, reported in the document, was to examine the administration's proposed methods of implementation of the new provisions of Public Law 93-1126 (the Rehabilitation Act of 1973) and particularly the organizational structure within the Rehabilitation Service, as well as regional and State offices, to determine how new developments might affect the delivery of rehabilitation services to handicapped persons. Attention at the hearing was focused on the Arizona State plan, involving administrative reorganization and DHEW Social and Rehabilitation Service (SRS) grants. The testimony given by a panel of SRS administrators, prepared statements, letters, and supplemental material including organizational charts of the SRS Office of Field Operations and 10 regional charts appear in the document, and the text of the Rehabilitation Act of 1973 is given.
