The Final Report and Recommendations of the Summer Institute on the Improvement and Reform of American Education.

This report, divided into four parts, includes the documents from the Summer Institute that have undergone revision and the additional papers that were written on the history of school reform and on school administration. Each paper sets forth an analysis of its subject in terms of the literature and the reflections of the author. The purpose of these essays is to treat selected aspects of the school system in depth. Part one, "Reform: History and Variables," includes papers entitled "Historic Perspectives on Educational Reform" and "The Selection of Variables for School Reform." Part two, "Indirect Variables," includes papers entitled "Governance of Schools,""School Personnel and the Problem of Incentives," and "Federal, State, and Local Roles." Part three, "Instrumental Variables," includes papers entitled "The Effective Principal: Key to Urban School Effectiveness and Improvement,""Increasing Teacher Competency,""Reform and the Culture of the School," and "The Working Environment of Teachers." Part four, "Educational Change," includes papers entitled, "School Reform, Educational Change, and Public Policy" and "Pilot Studies, Evaluation, and Transferability."
