What is R and D Personnel Competency Assessment?

A comparison of research and development and teacher competency assessment activities is divided into two tasks: (1) selection and cataloging of competencies; and (2) development of instruments and procedures to assess competencies for diagnostic training and selection. Similarities and differences in selecting and cataloging teacher competencies and for development, dissemination, and evaluation (DD and E) personnel are discussed. The two tasks involves similar difficulties. The differences are primarily in scope, research base, and ease of measuring the end product. In task 2, the discussion of similarities of, and differences between the competency assessment of these two groups focuses on job specific knowledge and skill for specific diagnostic purposes, rather than general predictive purposes. Diagnostic and selection (certification) instruments are discussed and their relationship to both teachers and DD and E personnel is evaluated. A list of common competency assessment instruments for both groups is included. A discussion of the development of, and need for competency assessment procedures concludes the report. (SE)
