This report is North Carolina's State Plan to insure that the public system of higher education in North Carolina is operated in compliance with the requirements of Title VI of the Civil Rights Act of 1964, i.e., that all citizens of the state are afforded real equality of opportunity for access to, participation in, and derivation of benefits from the public systems of post secondary education.
