The project proposal describes a resource room program for 15 educable mentally handicapped and 20 learning disabled students at nine junior high schools in Portage, Michigan. Noted are the problems of avoiding the negative effects of disability labeling and the inability of regular class teachers to provide appropriate instruction for special students in integrated classrooms. Described are the three phases of the project: curriculum reorganization and development, pupil assessment, and program implementation. It is planned that two teachers and one aide will staff the resource room which would provide part-time or full-time remedial assistance to students with the goal of returning the student to the educational mainstream. Identified are major behavioral objectives of the program such as overcoming the negative effects of disability labeling. Procedures for pupil selection are outlined and include recommendation by elementary school principals and administration of a test battery. Listed are special and regular personnel involved in the project, members of the Education Planning Committee, and budget items. The program is seen to be a way of meeting such goals as emphasizing social/educational achievement and involving handicapped children in regular school programs. (DB)
