The Carnegie Commission Reports are an indepth study scrutinizing the structure, procedures, and content of an educational system as never before. These reports form the basis for this volume that treats those questions and problems in some way or other common to most countries of the Western world. An attempt is made to examine the educational situation and to suggest how far the proposals of the commission might be helpful in considering the problems that emerge. The major developments and problems in Britain are the focal point but other Western European countries are also taken into account. The crux of this work is the author's willingness to discuss innovations and controversial ideas. In doing so, he favors anything that will break down artificial barriers and promote educational mobility. (Author/PG)
